ACERC is a think tank centre with focus in Albania energy market and its integration on 8th Regional Area & EU IEM. The ACERC mission aim to provide a qualified contribution to the promotion of the liberalization and the effective integration as well as the efficient use of energy resources.
ACERC main activities profiles briefly consists in the release reports, articles and periodicals. In cooperation also with collaborates the offering of the activities that support capacity building of market actors, such as national and regional seminars, trainings and conferences. Initiatives completed by advocating in the energy sector promoting a forum called in Albanian School of Regulation.

TIRANA (Albania), December 23 (SeeNews) – The European Bank for Reconstruction and Development (EBRD) said on Wednesday it is seeking to engage an investment climate and governance consultant for Albania.

The advisor will be obliged to support the implementation of the bank’s Investment Climate and Governance Initiative (ICGI) programme in the country and to assist with the international reform work on business environment and investment, a notice published on the bank’s website indicated.

The application deadline is January 12.

The expert will be engaged on a two-year consultancy contract from early 2016.

The EBRD and the government of Albania signed a memorandum of understanding in support of the ICGI for Albania in February 2014. The ICGI agreement committed the EBRD to support the implementation of a number of projects in the area of investment climate and governance reform, in close collaboration with the country’s government and other key stakeholders.

The South East Europe Transport Observatory (SEETO) is a regional transport organization based in Belgrade since 2005 and comprises the following regional participants: Albania, Bosnia and Herzegovina, the former Yugoslav Republic of Macedonia, Montenegro, Serbia and Kosovo*.
SEETO is established by the Memorandum of Understanding for the development of the Core Regional Transport Network (MoU), signed on June 11th, 2004 by the Governments of Albania, Bosnia and Herzegovina, Croatia, the former Yugoslav Republic of Macedonia, Montenegro, Serbia, the United Nations Mission in Kosovo and the European Commission.

The aim of the SEETO is to promote cooperation on the development of the main and ancillary infrastructure on the multimodal SEETO Comprehensive and Core Transport Network and to promote and enhance local capacity for the implementation of investment programmes, management and data collection and analysis on the SEETO Comprehensive and Core Transport Network.

Purpose/Description of the position:

Coordinator and Project Communication Officer will be responsible for promotion of the SEETO activities and cooperation, development and maintenance of contact distribution list and promotion of SEETO work and visibility. In accordance to the aim of the MoU and Steering Committee decisions, he/she will also be involved for drafting different plans, reports, communication strategy as well as promotion of activities derived from WB6 meetings. He/she will work on SEETO visibility, website content, news and newsletters and will be involved in preparation of MAP, SEETO annual reports, regional information letter/bulletin, preparation of external memos, briefs, press kits, contact list maintenance and update as well as arranging information dissemination through other means: TV appearances, interviews, catalogues, brochures, statistical bulletins and maintenance of the regional transport library. He/she will work with foreign and local experts, SEETO Steering Committee and National Coordinators from the SEETO Participants as well with the European partners.

He/she will be expected to daily liaise and coordinate activities in each of the Regional Participants, as well as with the European Commission.

He/she will be a full time team member of the SEETO Secretariat in Belgrade and will work with a team consisted of SEE regional experts.

Main Tasks of the Coordinator and Project Communication Officer

The Coordinator and Project Communication Officer shall independently carry out his/her tasks under supervision of the General Manager of the SEETO Secretariat and in accordance to the guidelines of the Steering Committee. In performance of his/her tasks and duties he/she shall act impartially and independently from any specific signatory party of the MoU and with clear instructions from the Steering Committee.

The main tasks of the SEETO Coordinator and Project Communication Officer will be:

  • Promotion of activities derived from WB6 meetings
  • Promoting implementation of soft measures
  • Cooperation with regional institutions/Authorities
  • Drafting project implementation plan and follow ups
  • Preparation of a communication strategy for SEETO
  • Preparation of the content for the SEETO web-site,
  • Preparation of SEETO news and SEETO newsletter; distribution to all SEETO contacts
  • Contribution to the design of the MAP and other publications and preparation of distribution plans to wider audience
  • Maintaining a contact and distribution list and regular updates
  • Preparation and communicating the SEETO annual reports to the relevant contacts
  • Maintaining regular contacts with journalists and ensuring SEETO’s visibility on national and international magazines
  • Preparation of external memos, briefs, press kits and other promotional materials
  • Arranging information dissemination through other means: TV appearances, interviews, catalogues, brochures, statistical bulletins
  • Maintaining the regional transport library
  • Create topics and follow discussions about different regional transport themes in the SEETO website forum.
  • Promote work and raise the visibility of SEETO through professional social networks: LinkedIn and Twitter.


The SEETO Coordinator and Project Communication Officer is expected to be capable of innovating and initiating actions within SEETO, therefore, strong communication and interpersonal skills will be needed. He/she should be familiar with all transport modes as a part of everyday working experience and should have 5 years of working experience in project coordination and promotion, experience with National, Regional and EU projects and funds, knowledge on drafting strategic documents and plans, experience in coordination and implementation of projects and drafting of activity plans. University degree in social sciences, philology, law, economy/business /marketing is required as well as high level of English knowledge. Experience in public sector organization will be considered as an advantage. Fluency in languages spoken in the Western Balkans region is a strong asset.

He/She shall be national of one of the six SEETO Regional Participants: Albania, Bosnia and Herzegovina, the former Yugoslav Republic of Macedonia, Montenegro, Serbia and Kosovo.

Remuneration and Contract

Compensation will be commensurate with the qualifications and experience of the successful candidate, corresponding to experience and education. The employment contract will be set up with SEETO and may be extended annually, based on performance.

Montenegro’s regulator publishes new tender on development of secondary gas market regulation, 03 Nov 2015

In preparation for the implementation of the Third Energy Package in the gas sector, the Energy Regulatory Agency of Montenegro has published a new tender calling for bids for the procurement of services for the development of secondary acts and associated training. The Secretariat will provide comments on the content of the draft legislation to ensure compliance with the Energy Community Treaty.

The technical due diligence by the Consultant shall be a comprehensive and detailed empirically based documentation, analysis and assessment of the distribution network and the company. Tender launched on technical assistance to assess candidate Projects of Energy Community Interest, 20 Oct 2015

Today the Secretariat launched a tender for technical support aimed at assessing candidate Projects of Energy Community Interest (PECI) in electricity, gas and oil infrastructure and smart grids deployment, in line with the EU Regulation 347/2013 on Guidelines for Trans-European Energy Infrastructure.

The objective of the technical support is to develop the electricity and gas market models for the Energy Community Contracting Parties for assessment of PECI candidates and a multi-criteria assessment methodology for a cost-benefit analysis. The consultant will assess the candidate projects for electricity and gas infrastructure, as well as for smart grids, in order to identify those which bring the largest benefits for the Energy Community.
